Mrs. Joyce Seals
A lifetime of leadership, education, and service to Saginaw. Mrs. Seals and her husband Eugene, one of the area's first Black doctors, graduated together from Saginaw High School and attended the University of Michigan. Both educators, they raised eight children, all holding at least a bachelor's degree, with several pursuing or holding master's and doctoral degrees.
Mrs. Seals dedicated her career to education and public service with the State of Michigan as educational analyst for the King-Chavez-Parks College Program, Title IX coordinator, ombudsman for post-secondary education and athletics, and as a classroom teacher. She served twelve years on the Saginaw City Council and was the city's second Black female mayor.
She currently chairs the Saginaw Promise scholarship program and sits on the Saginaw Public Schools Board of Education. Her volunteer service spans the Boy Scouts of America, Saginaw County Youth Protection Council, the Ezekiel Project, and Good Neighbors Mission.
